Family Wealth Disputes Spark New Awareness: IKIM Submits Islamic Frozen Assets Zero Resolution 2030 to Deputy Minister

BANGI — The Institute of Islamic Understanding Malaysia (IKIM) has submitted the Islamic Frozen Assets Zero Action Plan Resolution 2030 to Senator Dr. Zulkifli Hasan, Deputy Minister in the Prime Minister’s Department (Religious Affairs), in conjunction with the Islamic Family Wealth Management Conference 2025 themed “Driving the Transformation of Islamic Inheritance Towards Zero Frozen Assets” held at Hotel Tenera, Bangi on Nov 6.

The conference, attended by more than 200 hybrid participants from various backgrounds — including shariah, legal, and economic experts, academics, and Islamic finance practitioners — discussed the issue of frozen Islamic assets estimated to exceed RM61 billion. The discussions also highlighted how poor estate planning and family disputes not only harm the economy but have also led to social tragedies, including recent family murder cases triggered by inheritance conflicts.

The opening ceremony was officiated by Prof. Emeritus Dato’ Dr. Mohd Yusof Hj. Othman, Deputy Chairman of IKIM, while Prof. Sr. Dr. Wan Zahari Wan Yusoff (UTHM), in his keynote address, critically examined the delays in estate administration and the need for a national transformation plan for Islamic inheritance.

A key highlight came from Dr. Rahmawati Mohd Yusof (UiTM), who revealed that the actual value of permanently frozen Islamic assets exceeds RM61 billion. Meanwhile, Dr. Muhammad Hisyam Mohamad (IKIM) introduced family waqf (wakaf zurri) as a new strategic instrument for preserving Islamic family wealth. Additional insights were provided by Tn. Hj. Baharuddin Aziz (JKPTG) on improving the estate administration system and Prof. Dato’ Dr. Ahmad Hidayat Buang (UM), who emphasized the need to formulate a comprehensive and integrated Islamic Inheritance Act.

The main forum, titled “Islamic Inheritance Towards Zero Frozen Assets,” featured prominent speakers including Prof. Dato’ Dr. Aznan Hasan (IIiBF UIAM), Prof. Emeritus Dr. Jamal Othman (Malaysian Professors Academy), and En. Shamsuddin Kadir (SK Training Academy). They discussed topics such as digital asset inheritance, the role of state baitulmal institutions, and the importance of strengthening financial literacy and public awareness on Islamic inheritance responsibilities.

Following the conference and forum discussions, IKIM presented the Islamic Frozen Assets Zero Action Plan Resolution 2030 to the government. The resolution emphasizes policy and legal reforms, data infrastructure and digitalization of Islamic assets, a national “Zero Frozen Assets” awareness campaign, innovation in Shariah-compliant inheritance instruments (including hibah, wasiat, amanah, and wakaf zurri), and the establishment of a national monitoring and reporting mechanism.

In his closing speech, Senator Dr. Zulkifli Hasan stressed that inheritance issues are no longer minor or technical matters, but a national crisis requiring coordinated action between the government, Islamic institutions, and society. He welcomed IKIM’s initiative and reaffirmed the government’s commitment to strengthening an efficient, transparent, and blessed Islamic inheritance system.

This conference marks an important step toward achieving Malaysia’s Islamic Frozen Assets Zero 2030 goal through strategic collaboration between Islamic institutions, government agencies, and the public to ensure the wealth of the Muslim community is utilized fairly, lawfully, and sustainably for future generations.
