SHAH ALAM — Smartsel Sdn Bhd (SMARTSEL), the Selangor state government–owned digital infrastructure company, has announced the implementation of the Cyberjaya Fiberisation Project, a strategic state initiative to develop 41.1 kilometres of high-capacity underground optical fibre infrastructure in Cyberjaya.
The project marks the first step towards establishing the Selangor Dark Fibre Network — a state-owned, open-access, neutral and scalable optical fibre network. The initiative aims to provide a strong digital infrastructure foundation to support future digital economic growth, including data centre development, data-intensive industries, high-value investments and technology-driven public service delivery.
As part of the project’s implementation, SMARTSEL has entered into a Business Alliance Framework (BAF) with OCK Group Berhad (OCK), as well as a Memorandum of Agreement (MOA) with OCK’s subsidiary, OCK Datawave Sdn Bhd, for the development, operation and maintenance of optical fibre infrastructure in Cyberjaya.
The project launch and exchange of agreement documents were officiated on Dec 18, 2025, by Selangor Menteri Besar Datuk Seri Amirudin Shari, underscoring the state government’s commitment to developing digital infrastructure as a basic necessity, on par with roads, water supply and electricity.
The Cyberjaya Fiberisation Project reflects SMARTSEL’s vision to develop a high-capacity, scalable and future-ready state optical fibre infrastructure, in line with Selangor’s aspiration to become a Smart State and a regional digital hub.
As a pilot project, the initiative will form the foundation for the Selangor Dark Fibre Network, enabling the Selangor state government to provide digital infrastructure in a strategic, inclusive and public-interest-oriented manner.
Through this approach, SMARTSEL — the Selangor state government–owned digital infrastructure company under Menteri Besar Selangor (Incorporated) (MBI Selangor) — will own the optical fibre infrastructure and act as the facilitator and coordinator of the state’s digital infrastructure. This ensures that fibre network development is carried out in an integrated and sustainable manner, delivering long-term value to the state government, industry players and the public.
Under the MOA, SMARTSEL is working with OCK Datawave Sdn Bhd to develop and operate 41.1 kilometres of underground optical fibre infrastructure in Cyberjaya.
The project will be implemented through the construction of high-density polyethylene (HDPE) ducts and optical fibre cables across four development phases, with a total capacity of up to 864 fibre cores per cable.
OCK will leverage its expertise in fibre deployment and connectivity to finance and implement the project under a revenue-sharing model with SMARTSEL.
The infrastructure will be leased to data centres, enterprises and other licensed operators, in line with rising demand for high-capacity and resilient data connectivity in Cyberjaya, particularly to meet global hyperscaler standards.
The BAF formalises the shared intent of SMARTSEL and OCK to establish a long-term strategic partnership in support of the Digital Selangor agenda.
Beyond the Cyberjaya Fiberisation Project, both parties will explore joint initiatives across five key areas, subject to suitability and state requirements:

Infrastructure development and regulatory validation
Development and regulatory validation of telecommunications infrastructure, including towers, smart poles and monopoles, to support 4G and 5G coverage as well as high-capacity optical fibre networks across Selangor. -
In-building 5G coverage
Provision of robust and comprehensive 5G coverage within large-scale buildings such as offices, shopping malls, hospitals and transportation hubs. -
Network operations and managed services
Design and support of future-ready network operations frameworks, including 24/7 monitoring, maintenance, fault management, AI-based network optimisation and robust cybersecurity monitoring systems. -
Digital platforms and solutions
Development of digital platforms, IP networks, IoT and sensor integration, data analytics, public applications, and cloud and edge integration within a holistic Smart State architecture. -
Renewable and green energy integration
Adoption of green technologies and energy-efficient practices, including solar-powered smart poles, renewable energy integration for network infrastructure and compliance with green ICT standards.
OCK Group Berhad was also represented by OCK Digital Chief Executive Officer Chong Kai Wooi and OCK Datawave Sdn Bhd representative Jonathan Ng Eu Choy.
Selangor Menteri Besar Datuk Seri Amirudin Shari said the Cyberjaya Fiberisation Project represents the first step of a strategic state initiative that requires strong commitment and collective support from all parties.
“The Selangor state government, together with its agencies and subsidiaries, must move in unison to ensure this digital infrastructure development is implemented effectively to strengthen Selangor’s competitiveness as a future economic and digital hub,” he said.
MBI Selangor Group Chief Executive Officer Datuk Ts Saipolyazan M Yusop said the project is a long-term strategic investment to provide high-capacity, secure and future-ready digital infrastructure to support the needs of the future digital economy.
SMARTSEL Acting Managing Director Ritzwan Rosli Mohd Rosli said the company plays a key role in implementing state initiatives to ensure optical fibre network development is planned, integrated and forward-looking in line with Selangor’s long-term needs.
