LABUAN — The Labuan Youth and Sports Complex (KOMBES Labuan) is expected to be fully completed on August 31 this year after several Extensions of Time (EOT) were granted to the appointed contractor.
Deputy Minister of Youth and Sports, Mordi Bimol, said yesterday that the project completion date had to be extended due to unavoidable technical issues.
“This project began on December 1, 2021, with a total cost of approximately RM21 million, approved under Rolling Plan 1 of the 12th Malaysia Plan (RMK12). It covers several specified scopes, including civil works (buildings), electrical, and mechanical components.
“After going through various challenges, the Partial Certificate of Occupancy was successfully issued to the client for the Administration Block, Administrative Office, Open Court, and Street Lighting on October 31, 2025, by the Public Works Department (JKR), which also includes the hall and related infrastructure.
“Although not yet fully completed, I believe the existing facilities will benefit all stakeholders. Make full use of these facilities as a platform to discover new talents, build character, and foster sportsmanship and unity among the local community,” he said when officiating the presentation of the Partial Certificate of Occupancy for the Hall Block and Administration Block, as well as the related infrastructure, at KOMBES Labuan.
He further said it is the government’s commitment to empower youth and sports development in the country through the provision of complete and conducive facilities for organising programmes and activities.
“The government remains committed to ensuring that the infrastructure provided is of high quality, inclusive, and accessible to all segments of society regardless of background and location,” said Mordi.
He expressed confidence that although Labuan is small, it is capable of producing new national talents such as national football legend Hassan Sani through the organisation of various youth and sports development programmes and activities.

Dr. Nagulendran Kangayatkarasu; Director-General of the National Department of Youth and Sports, Azura Abidin; Director of the Public Works Department of the Federal Territory of Labuan, Mohd Faizul Mohd Ali Hanapiah; Division Secretary of the Development Division, Ministry of Youth and Sports, Amir Hamzah Awang Ghazali; and Director of the Federal Territory of Labuan Department of Youth and Sports, Mahanum Fauzi.
