LICC 2026 Draws Over 250 Registrations, Closes Early

LABUAN — Registration for the Labuan International Compliance Conference 2026 (LICC 2026) has closed three days ahead of schedule after receiving more than 250 registrations, significantly exceeding the organisers’ initial target.

The registrations came from professionals based in Labuan, Peninsular Malaysia and Singapore, representing the financial services industry, public sector, corporate sector, professional services, academic institutions and various other business sectors.

LICC 2026 will be held on Aug 4 at the Rafflesia Seminar Room, Financial Park Labuan.

The strong regional response reflects growing interest in regulatory compliance, governance, due diligence and financial crime risk management amid an increasingly complex global operating environment.

It also highlights the role of the Labuan International Business and Financial Centre (Labuan IBFC) as a platform for professional dialogue, knowledge-sharing and collaboration among regulators, industry practitioners and academics.

LICC 2026 is organised by the Labuan Bank–Compliance Officers’ Networking Group (LB-CONG) in collaboration with Universiti Malaysia Sabah, Labuan International Campus, with the support of the Labuan Financial Services Authority (Labuan FSA), Association of Labuan Banks (ALB) and Labuan Investment Banks Association (LIBA).

Registered participants include senior officials, compliance officers, risk management professionals, auditors, legal practitioners, regulators, academics and other professionals involved in governance, due diligence and financial crime prevention.

Several organisations registered more than two representatives, reflecting a strong institutional commitment to professional development and strengthening internal compliance capabilities.

To ensure more balanced participation across industries and organisations, the organising committee is reviewing all registrations and may limit confirmed participation to a maximum of two representatives from each organisation, if necessary.

LICC 2026 Organising Committee chairman Hayati Soet @ Osman said the response reflected strong demand across various sectors for more practical engagement in compliance and governance.

“We are delighted and deeply appreciative of the overwhelming response to LICC 2026. More than 250 registrations from Labuan, Peninsular Malaysia and Singapore demonstrate that compliance is no longer viewed solely as a regulatory obligation, but also as a strategic priority in an interconnected and increasingly challenging operating environment,” she said.




Hayati said the conference would serve as an important platform bringing together regulators, industry practitioners, business professionals and academics to exchange views and strengthen professional standards.

“The participation from a wide range of sectors reflects the value of bringing together regulators, industry practitioners, business professionals and academics.

“We look forward to facilitating practical discussions that will strengthen professional knowledge, expand collaborative networks and enhance cross-sector cooperation,” she added.

LICC 2026 Organising Committee co-chairman and Universiti Malaysia Sabah Labuan Faculty of International Finance senior lecturer Dr Sharinah Puasa said close collaboration among academic institutions, regulators and industry was essential in addressing increasingly complex compliance challenges.

Themed “Due Diligence and Compliance: Navigating Global Uncertainty”, LICC 2026 will feature speakers from Labuan FSA, the Malaysian Anti-Corruption Commission, academic institutions and the financial services industry.

The conference programme will cover regulatory developments, anti-money laundering and counter-financing of terrorism requirements, governance, enforcement priorities, due diligence practices and emerging risks.

It will also feature an industry forum offering practical perspectives on evolving compliance expectations and organisational resilience.

Each confirmed participant will receive a complimentary copy of a professional publication titled Due Diligence and Compliance: Navigating Global Uncertainty.

The publication has been specially produced in conjunction with LICC 2026 as a practical reference for compliance and governance professionals.
