LABUAN — Labuan Financial Services Authority (Labuan FSA) has reaffirmed its zero-tolerance stance on corruption, stressing that integrity must be embedded as a daily discipline rather than an aspirational concept, as it hosted the third edition of its annual Integrity Forum today.
Deputy Director General of Labuan FSA, Syahrul Imran Mahadzir, in his opening remarks at Labuan FSA Integrity Forum 2026, said the theme for this year — “From Integrity to Impact: Better Governance, Zero Corruption” — carries a deliberate call to move beyond rhetoric and into action.
“Integrity cannot remain merely as an idea, slogan or aspiration. It must be reflected in how we decide, how we manage processes, and how we engage with the people we serve,” he said.
Syahrul Imran said “Zero Corruption” represents the highest standard of accountability, noting that the phrase does not allow for degrees of tolerance.
“It does not mean less corruption, neither does it mean tolerable corruption, or even corruption that is under control. It means none at all. Because trust is like glass — once cracked, it is never quite the same again. And in public service, trust is not just key; it is everything,” he said.
In a significant governance milestone, Syahrul Imran announced that Labuan FSA is moving towards the implementation of the MS ISO 37001:2025 Anti-Bribery Management System (ABMS), emphasising that the certification goes beyond symbolism.
“This is more than just a certificate on the wall. It is about building a stronger system — one with clearer discipline, stronger controls and integrity embedded into our daily work. Simply put, integrity should not depend on reminders; it should be built into the way we operate,” he said.
He further defined “Better Governance” as the consistent application of fairness, accountability and transparency in decision-making — not merely as a compliance exercise but as an organisational ethos.
“Good governance is not just about appearing to be compliant. It is about doing the right thing every day,” Syahrul Imran said, adding that as a regulator, market confidence begins with reputation — which is built quietly through decisions made correctly, consistently and transparently.
Syahrul Imran called on all entities within the Labuan FSA group — including Labuan IBFC Inc., Pristine Era and LIS — to uphold the highest standards of integrity and governance in daily operations, stressing that corruption is not an option and that integrity remains the organisation’s foremost priority.
“Integrity is not only about rejecting corruption. It is also about choosing honesty in small decisions, doing the right thing when it is inconvenient, and having the courage to correct what is wrong. When something is not right, we fix it — we do not ignore it, condone it, or allow it to become a norm,” he said.
The forum featured a line-up of expert speakers, including Fauziah Sulaiman from SIRIM, who shared insights on standards, compliance and structured integrity systems; Sivarasan and Nik Lokman Hakim from the Malaysian Anti-Corruption Commission (SPRM) Labuan, who presented perspectives on corruption prevention, enforcement and governance strengthening; and Md Shahrizal Che Dan, who offered practical reflections on integrity in everyday situations.
The forum was attended by representatives from Labuan agency partners including SPRM Labuan, Labuan Corporation, Inland Revenue Board (LHDN) Labuan Branch and Financial Park Labuan, reflecting a cross-agency commitment to advancing integrity standards in the Labuan federal territory.
