PUTRAJAYA — Applications for registration as persons with disabilities (OKU) are assessed based on applicants’ functional limitations and established criteria, with those who do not meet the requirements entitled to appeal against the decision, the Social Welfare Department (JKM) said.
The Women, Family and Community Development Ministry (KPWKM), through JKM, said the registration process follows the Guidelines for OKU Registration (2019 Amendment), jointly developed by JKM and the Health Ministry (MOH) with the involvement of medical experts serving on the OKU Registration Committee under the National Council for Persons with Disabilities.
The guidelines ensure that the assessment and registration process is conducted professionally and systematically, based on established criteria.
Assessments are carried out by medical officers, medical practitioners or medical specialists using the Application Form for Registration of Persons with Disabilities (BPPOKU, 2019 Amendment 2/2019).
The assessment covers seven functional domains to determine an individual’s level of functioning. Under Paragraph 10.3 of the guidelines, an applicant may qualify for OKU registration if they experience difficulties in at least three domains at Level 1 or in one domain at Level 2.
Applications that fail to meet the prescribed criteria for the relevant domains cannot be approved by the OKU Registrar, JKM said.
However, applicants have the right to appeal against such decisions under Section 24(2) of the Persons with Disabilities Act 2008.
KPWKM and JKM reaffirmed their commitment to ensuring that individuals in need receive appropriate welfare assistance and services based on their circumstances.
