PUTRAJAYA — The government will launch the sixth cycle of the Large Scale Solar programme (LSS6), offering 2,500 megawatts (MW) of solar capacity paired with 1,250 MW of battery energy storage systems (BESS), alongside a separate 150 MW solar allocation for Bumiputera companies in Peninsular Malaysia.
The Ministry of Energy Transition and Water Transformation (PETRA) said today the programme was expected to attract between RM13 billion and RM15 billion in private investment and create between 15,000 and 20,000 jobs during the development and construction phases.
LSS6 is also projected to reduce carbon dioxide emissions by about 2.6 million tonnes annually, supporting Malaysia’s transition towards a low-carbon energy system and its sustainable development targets.
The programme will be implemented through three packages to encourage wider industry participation.
Package 1 comprises an open tender for all developers involving 2,200 MW of solar capacity and 1,100 MW of BESS, while Package 2 is an open tender for Bumiputera developers involving 300 MW of solar capacity and 150 MW of BESS.
Package 3 will offer 150 MW of solar capacity exclusively to Bumiputera companies without BESS.
PETRA said capacity offered by each bidder under Packages 1 and 2 would range from 60 MW to 500 MW, while bids under Package 3 would range from 10 MW to 30 MW.
Large-scale solar plants under the first two packages will be developed as hybrid facilities incorporating BESS to improve the stability, flexibility and reliability of the national electricity supply system.
Bidders must have experience in developing solar projects, although previous experience in BESS projects is not compulsory.
Priority will be given to bidders using domestically manufactured renewable-energy products, including solar photovoltaic modules.
Project development will also focus on strategic areas experiencing high growth in electricity demand, particularly the southern region of Peninsular Malaysia, to optimise electricity generation and transmission planning.
LSS6 projects are scheduled to begin operations in stages, with the commercial operation date targeted for no later than Dec 31, 2029.
PETRA said Package 3 was specifically designed to encourage smaller Bumiputera companies to participate in the energy industry, particularly the renewable-energy sector.
The special programme is expected to provide Bumiputera companies with investment opportunities worth nearly RM500 million.
Request for Proposal documents for Packages 1 and 2 will be available from July 27 to Aug 7, 2026, while documents for Package 3 will be available from Aug 17 to 28, 2026.
The documents can be purchased from the Energy Commission headquarters at No. 12, Jalan Tun Hussein, Precinct 2, Putrajaya.
PETRA said it remained committed to ensuring that LSS6 was implemented transparently and competitively while delivering broad benefits to the country through clean-energy development.
